The BLX is an innovative concept that addresses needs and deficiencies in the provision of facilities for education and training in Ballarat.

It has been conceived as a facility that will be of benefit to the whole Ballarat and district community, owned and managed by the Department of Education, with an Advisory Board reflective of the community users of the facility reporting to the Regional Director.

It is aimed at a wide range of users with priority being given to providers of education and training. Secondary schools are expected to be significant users of the facility. Other users are expected to include groups working with severely at risk students or disengaged young people, registered training organisations, the University of Ballarat and business organisations.

The BLX offers the potential to be a key element within a Highlands area secondary education access plan. Its effective use would enable the provision of a range of new and potentially very exciting programs to secondary students as well as enhanced facilities for the delivery of some existing programs.

Potential opportunities include:

  • Industry standard and accredited training in IT network management (not currently provided by secondary schools in Ballarat)
  • High level multimedia training using facilities (more advanced than those currently available in secondary schools)
  • Provision of training courses in film and video production to an industry entry level standard (not currently available within Ballarat)
  • Provision of training programs in music production using a studio and technology well in advance of that currently used in VET Music programs
  • The opportunity for multimedia students to work in an environment in which there can be an integration of multimedia, video and music production
    facilities.
  • Provision of OH&S training in simulated workplace environments for students who are going into work experience or work placements.

In addition, the development of the Vocational Information Centre would provide the potential for all secondary students to access a range of vocational information and vocational counselling at a single point. This element (known as That Place) has already been established with the support of the Highlands Local learning and Employment Network.
